Neighborhood Revitalization

On January 22nd, 2024, the Wabaunsee County Commissioners held a public hearing and adopted a revised Commercial Neighborhood Revitalization Plan as well as a new Residential Rehab Neighborhood Revitalization Plan. Both plans will be in effect January 1, 2024 until December 31st, 2028.

Due to the housing shortage within the County, it was decided to adopt a new Residential Rehab Neighborhood Revitalization Plan to encourage renovations of our existing housing stock.  This approach is consistent with our 2019 Comprehensive Plan. Each taxing municipality will be offered the opportunity to participate in the program.

What is a Neighborhood Revitalization Plan?

The Neighborhood Revitalization Plan is a tax rebate program designed to revitalize the County. The program provides tax rebates to property owners making improvements that raise the appraised value of property by at least $25,000. The program is intended to promote the revitalization of building structures by creating an incentive for the rehabilitation, conservation, and redevelopment of these areas.

The 2021 Kansas Statewide Housing Needs Assessment estimated that Wabaunsee County has approximately 380 houses in poor or below condition. The median year of our existing housing stock is 1962.

Both resolutions were published in the February 2nd, 2024 edition of the Wabaunsee County Signal Enterprise. The application along with the resolutions can be found on the Wabaunsee County Website- https://www.wbcounty.org/economic-development. For more information, email simthurn@wbcounty.org.
